One other environment consideration is that this is a multi-user PC, with each of the two users logged in and running Signal. Every time I resume the PC, I need to restart Signal to see the latest messages already delivered to the mobile phone. When I suspend and subsequently resume my Ubuntu 18.04 PC, the message queue of Signal Desktop no longer remains synchronized with my Signal Android.
